What’s ahead for Hallsdale Powell

Mud, debt and debris. Why is it here and when will it end?

Hallsdale Powell Utility District is expanding its capacity to serve a growing population. Also, the district is under a “consent decree” to reduce/eliminate infiltration of surface water into the sewer system and overflow of sewer lines during heavy rains.

Customers are mad about escalating bills, especially for sewer. HPUD staff can’t win for losing. (HPUD posted a 2021 wrap on YouTube.)

We asked CEO Darren Cardwell for an update on current construction projects. Here is his response:

Beaver Creek Interceptor

The Beaver Creek Interceptor Improvement Project is designed to address infiltration and inflow issues within the collection system while adding capacity with a new 48-inch diameter interceptor. Phase 1 begins at the Beaver Creek wastewater treatment plant and continues to Powell Presbyterian Church where Phase 2 begins and continues to Morton View Lane. Phase 3 of the interceptor project runs from Morton View Lane to East of Interstate 75 and was completed in October of 2019.

Phase 1 will replace the existing 36-inch diameter interceptor with a new 48-inch diameter interceptor, accompanying manholes and other structures, 300 linear feet of sewer line near W. Emory Road and Clinton Highway, and 2,200 linear feet of sewer line replacement. An additional 14,500 linear feet of lines and manholes are planned to be rehabilitated. Phase 1 is 81% complete with an estimated completion date of June 2022.

Phase 2 is the continuation of replacing the existing 36-inch diameter with a new 48-inch diameter interceptor from where Phase 1 stopped approximately 13,740 linear feet to Morton View Lane. This project also includes the replacement of approximately 3,300 linear feet of gravity sewer line ranging from 12-inch to 8-inch in diameter. Phase 2 is 78% complete and is estimated to be completed between July and August of this year.

*Phase 3 was completed in 2019. The Beaver Creek Interceptor Improvement Project Phase 3 continued with the replacement of the existing 36-inch diameter interceptor from behind Morton View Lane to the east side of Interstate 75. This project consisted of approximately 5,500 linear feet of the new 48-inch diameter interceptor along with the improvement of approximately 650 linear feet of smaller diameter pipes in the area. The project reduced inflow and infiltration while adding capacity to the collection system for future growth.

Beaver Creek Clarifier and Hydraulic Capacity Improvement Project

The Beaver Creek Clarifier and Hydraulic Capacity Improvement Project is necessary to replace failing equipment that is over 50-years-old and causing numerous maintenance issues. HPUD is currently working with Fox PE and in construction on a project that consists of improvements to maximize capacity from clarifiers for peak loading. The project includes demolition of the existing chlorine contact tank and installation of ultraviolet disinfection equipment at the Beaver Creek WWTP. The UV system is online and providing daily disinfection to the effluent water. A new lift station has also been installed to help with the discharge of clean water. The next portion of the project will focus on improvements to the clarifiers. These improvements will add capacity for future flows as our community continues to grow.
