Penny Owens: NIGP Volunteer of the Year

The above quote was posted on the NIGP (National Institute of Government Purchasing Inc.) website prior to its annual conference and was referring to city of Knoxville purchasing agent Penny Owens.

Penny was named the Volunteer of the Year award winner by NIGP.

Penny has worked for the city for nearly 16 years. She is currently serving her second term as the NIGP chapter ambassador chair where she is a voice on Radio NIGP and is described as a volunteer you can always count on.

Another colleague said, “Penny gives generously, because her happiness and success come from your happiness and success.”
